Building No Wrong Door: The New Single, Streamlined Application
Has your state built its "door" to coverage yet? This workshop will look at the strengths and weaknesses of the federal model application. It will also explore what advocates are doing to ensure that their states create a simple, streamlined user experience, even for families with complex eligibility situations.

  Forward-Thinking Exchange Policies
This workshop will present innovative, consumer-friendly exchange policies that have been adopted in several states. Come learn how exchanges can meet consumer needs through creating standards for exchange-qualified health plans and through other important policy tools.

  Health System Reform 101
Talk of system reform is all the rage, but what do the new acronyms mean? And if you want to learn more about system reform, where do you start? We 'll walk through the building blocks of system reform, including proposals to change how care is delivered and paid for, as well as efforts to measure the quality of care and provider performance.

  Roundtable: Engaging Communities of Color in Implementing the Affordable Care Act
The health care law will particularly help communities of color, especially by expanding coverage through the exchanges and Medicaid. We invite groups to share how communities of color and advocates are working together to engage state policymakers to ensure that implementation addresses the needs of these communities.

  Standing Out in the Crowd: How to Run an Issue-Based Campaign
How can you make sure your group's priorities not only stand out in the crowd, but also get people to act? We'll discuss key online and offline elements of an effective issue-based campaign. This panel will include state advocates and campaign experts, who'll give an overview of what it takes to run an effective campaign, no matter your issue, and share details of their successful health care campaigns.

  Cutting through the Static: Media Tips to Get Your Message Heard
New to communications? Come learn the basics of engaging local and state media: how and when to pitch; the importance of messaging, media lists, and relationship building; and the proper use of statements, releases, advisories, letters to the editor, and op-eds.

Help! I Need Somebody: Enrolling the Uninsured in Obamacare
Million of Americans will be newly eligible for coverage next year, but who will help them enroll? This workshop will cover the ins and outs of enrollment assistance: what type of help is needed, who will provide it, and how advocates can ensure that high-quality help is available for vulnerable consumers.

  Making Coverage Work for Low-Income People
Coverage has to be available, and it has to work, too. That means ensuring that benefits are right for low-income people and that coverage is affordable. We'll look at Medicaid benefit package options for the expansion population, at options states have to make coverage more affordable for low-income people, and at coverage models designed for this group.

  Taming the Beast: Challenging Private Insurance Issues
Opponents say that when insurers can no longer charge more or deny coverage based on health, premiums will rise. How can we refute that claim, prevent small businesses from “self-funding” to circumvent reform, and stop tobacco rating and wellness programs from undoing price protections? We'll also discuss other private insurance problems your state may have.

  Mobilizing Key Constituencies Online
This workshop will help you effectively reach key constituencies online, focusing on communities of color. We'll discuss strategies for using social media platforms, blogs, and mobile SMS to go deeper and reach influentials and key audiences in your state.

  Strategies for Building Diverse Coalitions
From advocating for Medicaid expansions to developing outreach and enrollment campaigns, our work is most successful when stakeholders coordinate and leverage their strengths. We'll examine stakeholder engagement strategies in several states and provide tools for building diverse coalitions.

  Dual Eligible Integration: A Status Report
Twenty-six states have submitted proposals to CMS to integrate care for dual eligibles, and the first demonstrations are scheduled to launch this year. What important opportunities and challenges lie ahead for advocates and beneficiaries in ensuring that these initiatives deliver high-quality care?

  Keeping Women in the Driver’s Seat: Protecting Access to Reproductive Health Services
This workshop will discuss opportunities to improve women’s access to reproductive health services as the health care law is implemented, and we'll examine policies aimed at restricting access to such services. The session will include state perspectives on strategies to protect and enhance access to these essential services.

  States Leading the Way: Multi-Payer System Reform Efforts
Payment reform is critical to changing health care delivery, but no strategy is likely to succeed unless payers work together to provide consistent incentives to health care providers. This workshop will draw on the experiences of states engaged in multi-payer reform efforts.

How do you reach diverse populations and get them enrolled into coverage in 2014? This workshop covers how the ACA impacts diverse populations and how organizations can develop culturally competent outreach and enrollment campaigns. Speakers will describe strategies used to connect diverse communities to coverage, their challenges and their successes

  Medicaid and the Federal Budget
Deficit reduction is a priority for both parties. Medicaid will be part of the discussions. This session looks at Medicaid proposals that are on the table, what's at stake, the timing, and what advocates can do to protect the program.

  Two Governments, One Exchange: The FFE and Partnership Experience
States with federally facilitated and partnership exchanges face unique issues as they implement exchanges where most functions are in the hands of the federal government. This workshop will discuss key issues that these states face, such as coordination with the federal government and providing a seamless experience for consumers.

  What Is Truly Integrated Care? Lessons from Medicare and Medicaid
Everyone talks about delivering high-quality integrated care, but relatively few models have succeeded in actually doing so. What can we learn from these models, especially those serving Medicare and Medicaid dual eligible beneficiaries? What are the best practices advocates should push for, and what are the pitfalls to avoid?

  Putting Teeth into Benefits: Ensuring Dental Coverage Translates to Care
Starting in 2014, more children will have access to dental coverage as part of the Essential Health Benefits. But what will that coverage look like and will coverage translate to families being able to obtain the oral health care they need? This workshop will discuss what work remains to ensure that pediatric dental plans provide adequate coverage. It also will examine opportunities for states to strengthen their oral health work force to ensure that access to coverage translates to access to care.

Deal with media on a regular basis? This role-playing session focuses on honing your message and conducting interviews with all kinds of media. NOTE: Direct interaction may be limited to a handful of participants. SPECIAL NOTE: This is advance media training for organizational spokespersons.

  Foundation Perspectives on Supporting Health Advocacy in 2013
Join a conversation with senior officers from leading foundations to discuss their experiences in supporting health advocacy at the state and national levels, emerging trends in foundation funding of health care advocacy, and expectations for the future.

In 2013, Congress will continue to make tough choices on the budget and deficit reduction. Health, especially Medicare and Medicaid, will continue to be front and center during many of these discussions. This workshop will feature key Capitol Hill staff talking about what to expect in the 113th Congress.

Get Covered America: Messaging for Public Education and Outreach
In 2013, we have an opportunity to enroll millions in new coverage. Enroll America has conducted extensive national research to learn the most effective messages, messengers, and means of communicating with key groups. We'll discuss the research and message testing behind Enroll America’s "Get Covered America" campaign and how the campaign will use these messages.

  Story Bank Strategies: Leveraging Social Media and other Technologies
For years, advocates across the country have leveraged personal stories to humanize health care issues through media, elected officials, and more - a process known as "story banking." Today, these advocates will share what they've learned about collecting and disseminating stories, streamlining this work with other goals, and incorporating new tools like social media.

  Advancing Health Reform in Challenging States
This workshop will cover implementation challenges in red and purple states. Advocates must sometimes deal with unfriendly media, unwilling legislators or governors, delay tactics, and major policy questions. Hear from leading advocates who've been in the trenches and made progress in their states. We'll share ideas, best practices, and possible solutions.

  Preparing for Premium Credit Counseling Challenges
Many people will get help with premiums through a new system of tax credits. Advocates and assisters will need new partners, such as tax clinics and family law clinics, to help with tricky questions and problem solving. This overview of potential issues with premium tax credits will help you plan for assistance.

  Making Pro-Consumer Exchange Implementation Happen
Advocates will discuss strategies and tactics designed to ensure that federal, partnership, and state exchanges will be implemented and operated in the best interests of consumers. This workshop is closed to the press.

  The Medicaid Upgrade: Eligibility Changes for 2014
Applying for Medicaid should be easier in 2014. What can advocates do to make enrollment go smoothly for all applicants? How can improved IT systems make applying quick and easy? This workshop will look at how to make the most of the changes that are required, whether or not your state expands Medicaid.

States are increasingly turning to managed care to deliver long-term supports and services. What challenges and opportunities does this shift present and how can advocates and beneficiaries maximize their influence on planning, implementation, and oversight?

Medicare and the Federal Budget
This session will focus on the changes to Medicare that will likely be on the table during the federal budget debate, from full-fledged premium support to changes in the benefit structure to other system reforms, and the impact these changes could have on beneficiaries.

  Building the Evidence Base
Exciting work is underway to change how care is delivered and paid for, but what's driving these changes: evidence of what works best--or best guesses? To reform the system while protecting consumers, we need to know more about what works and what doesn't. We'll discuss efforts by PCORI and AHRQ to build the evidence base and make research more relevant and accessible to consumers.

  Re-Aligning the Safety Net
As more people gain coverage, the role of community clinics and nonprofit hospitals may change. Besides serving the uninsured, they may establish eligibility, be essential providers in the new coverage systems, and help people who can’t afford cost-sharing. How will the safety net be realigned, and how can advocates weigh in?

  System Change in Medicaid: Health Homes, Advanced Managed Care, and ACOs
Efforts to lower costs and improve care through delivery system reform in Medicaid are gaining momentum. This workshop will highlight three models and feature advocates from Missouri, Utah and Oregon who will discuss the challenges and opportunities of these new ways of designing care.

This session discusses strategies for moving states from "maybe" or "no" to saying "yes" to taking up a Medicaid expansion under the Affordable Care Act.
