Bill Vaughan is the director of government affairs for Families USA, lobbying Congress for improvements in Medicare, Medicaid, and health insurance for all Americans. Before joining Families USA in January, 2003, Bill worked for various members of the U.S. House of Representatives. He started in 1965-the year Medicare was enacted-in the office of Rep. Charles A. Vanik (Ohio) and was transferred to the Ways and Means Committee staff in 1975, as staff director of its first Oversight Subcommittee. He has worked for other Ways and Means members, including Rep. Sam Gibbons (FL), Pete Stark (CA) and Charles Rangel (NY), largely on health affairs and anti-fraud issues. Between 1996 and his retirement in 2001, he was staff director on the Health Subcommittee of Ways and Means for the minority, and was extensively involved in the Health Insurance Portability and Accountability Act (Kennedy-Kasenbaum), Balanced Budget Act of 1997, Medicare prescription drug, children's health insurance, and patient bill of rights legislative efforts of the late 90's.
Mr. Vaughan is married to Joan Eisner, and they have three grown children. |
