State Expansions: Indiana
In fall 2006, Governor Daniels proposed a new health care plan involving health savings accounts (HSAs) to cover the state’s uninsured. The plan’s HSA structure raises serious concerns about whether people will be able to afford coverage and receive the services they need. The proposal was signed into law on May 10, 2007. It uses state cigarette taxes as a source of funding.
