From the AARP Public Policy Institute:

The High Cost of Capping Federal Medicaid Funding discusses why policy makers may be tempted to cap funding, and it explains the negative impact these policies would have on beneficiaries, especially beneficiaries who need long-term care. (April 2011)

From the Center on Budget and Policy Priorities:

Online Services for Key Low-Income Benefit Programs: What States Provide Online with Respect to SNAP, TANF, Child Care Assistance, Medicaid, and CHIP lists what resources and applications states offer online and provides links to state websites for these programs. (May 2011)

Understanding Health Reform’s Waivers for State Innovation explains what they are, which provisions of the health reform law can be waived, how these waivers will affect public programs, and more. (April 2011)

From the Commonwealth Fund:

Women at Risk: Why Increasing Numbers of Women Are Failing to Get the Health Care They Need and How the Affordable Care Act Will Help finds that rising health care costs, combined with slow income growth, have contributed to the decrease in health insurance among women. The health care law will help make coverage more affordable by requiring that plans offer free preventive care, banning gender rating, and offering premium subsidies. (May 2011)

From the Employee Benefit Research Institute (EBRI):

The Impact of the 2007-2009 Recession on Workers’ Health Coverage says that the percentage of workers with job-based coverage fell during the recession, especially among lower-wage workers. This trend occurred across virtually all demographics and across private firms of all sizes. (April 2011)

From the Department of Health and Human Services (HHS):

The Value of Health Insurance: Few of the Uninsured Have Adequate Resources to Pay Potential Hospital Bills finds that lacking health insurance poses a greater risk of financial catastrophe than lacking car or homeowner’s insurance. This is due partly to uninsured people having limited financial assets (although even higher-income uninsured people have difficulty paying hospital bills), and due to the high cost of a single hospitalization. (May 2011)

From the Kaiser Commission on Medicaid and the Uninsured:

Federal Core Requirements and State Options in Medicaid: Current Policies and Key Issues looks at how the health reform law will affect Medicaid and what proposals to cut and/or restructure Medicaid will mean for the program and its beneficiaries. (April 2011)

Medicaid Policy Options for Meeting the Needs of Adults with Mental Illness under the Affordable Care Act summarizes the key issues that participants of a roundtable of national and state policy experts raised in their discussion about the important decisions to be made in order to effectively implement the health care law. (April 2011)

From the Kaiser Family Foundation:

Public Opinion and Health Care Policy is a helpful tutorial that explains trends in public opinion relating to health care policy, including public opinion trends regarding the new health care law. (May 2011)

The Independent Payment Advisory Board: A New Approach to Controlling Medicare Spending describes the board’s structure, the scope of its authority, and the processes for considering and implementing its recommendations. The brief also identifies issues that may be the subject of future policy discussions around Medicare and the board itself. (April 2011)

Today’s Topics in Health Disparities: HHS’s Action Plan to Reduce Health Disparities looks at HHS’s strategy, the timeline for implementation, and implications for providers. The panel also looks at how the action plan will interact with the new health care law. (April 2011)
