Emmett Ruff is a Policy Analyst at Families USA, where he provides critical analysis and strategy on key issues such as Medicaid, health equity, and health system transformation. Prior to this, Emmett served as a Project Officer at the Centers for Medicare and Medicaid Services (CMS), where he worked with state Medicaid agencies to implement section 1115 waivers to extend coverage to former foster care youth, cover home-based care for children with disabilities, and extend Medicaid coverage for family planning benefits.
Before that, Emmett had been at Families USA as a Health Equity Intern, helping to build partnerships to advance a health equity agenda on health system transformation and to identify and eliminate health disparities.
He also served as an AmeriCorps VISTA Volunteer in Hartford, Connecticut, where he implemented a program to expedite SSI/SSDI benefit applications for individuals experiencing homelessness. He has a BA in Political Science from Grinnell College.
